With the transition development of the higher vocational institutions from by the scale to by the construction of the connotation, the scope for competition among the members has been expanded rapidly. Effective human resources management has become an important way to competitive advantage for the College. And the achievement management is the key to the effective management of human resources. It's the most effective way to set up achievement appraisal system at higher vocational colleges for the achievement management.In this article, the status of achievement appraisal of the teachers at XH Vocational College are analyzed on the basic theory of the achievement management, indicating outdated concept of achievement appraisal, the content of one-sided achievement appraisal, appraisal index index weight distribution of unreasonable etc, which are the root causes of the problems; Second, for the problems in achievement appraisal of the teachers at the college with Target Management Act, the Delphi method, a 360-degree appraisal and other assessment methods, an achievement appraisal system is designed and optimized, drawing up the assessment purpose, principles, content, and improved the appraisal index system and assessment index weight distribution. At the same time, this article planned the implementation of the program, provides the examination object, the assessment organization and implementation, assessment results and use feedback, assessment cycle, assessment appeals; Finally, in order to ensure the objectives of the achievement appraisal, In this paper,the hospital appraisal system before the implementation of proposed assessment preparation, assessment process control, supervision and evaluation, assessment and other steps after the end of aggregate planning. And for the implementation of achievement appraisal process that may arise such as evaluator, the evaluated, technical of assessment and other issues, the idea to enhance the concept and create environmental is proposed.In this paper, XH Vocational College is as an example, for the actual management of the case, explored the teachers' achievement appraisal design and implementation strategy. It is instructive to the other institutions of higher vocational in the achievement management to teachers and researchers.
