This paper mainly research he structure of the human resources of the Northeast of our country and the difference between provinces. This paper includes five parts. The first and the second parts have introduced the basic theories of development and the realistic meaning in which the human resources study. The so-called human resources mean that include a kind of production capacity in the human body, it displays on the laborer's body, resources express with the laborer's quantity and quality, play a productive role to the economy, and the most active, most positive factor of production in enterprises management. There are close connections among the resource between the human resources, population resource, labor force resource and talent resource, exists a kind of relation of including on the quantity between them. Manpower resources development come to understand from different angles that there is different meaning, this paper has explained manpower resources development meaning from four aspects of economics , sociology , political science and pedagogy, there are more articles that the domestic scholar studies to the human resources , mainly link manpower resources development together and discuss with economic development , educational reform , employment ,etc. The third part, the third part is a focal point of this paper, describe from the natural structure, social structure, industrial structure and urban and rural structure of the human resources. The natural structure of the human resources has been compared from two respects of age composition and sex structure mainly, according to age composition, the teenage labor population in the Northeast is too big in specific gravity, in the whole human resources, nearly 1/5 is minors , compare in three provinces, the teenage labor population in Liaoning Province is the lowest in specific gravity; According to sex structure, in the human resources sex structure of the Northeast, women's proportion is higher than the whole country, three provinces in the northeast of China keep the same proportion basically; Social structure of human resources, it is compared to analyze to go on from educational structure and occupational structure mainly, according to education structure, the Northeast human resources every 100,000 everybody receive an education service life to be longer, but the growth rate lags behind the average national level, Among the practitioners of industry three times, service life is highest with Liaoning Province that the practitioners of primary industries of three provinces in the northeast of China receive an education per capita, up to 7.48 year, Jilin Province is the lowest, up to 7.31 year, only equivalent to the schooling of the second grade junior middle school, more than half is the primary school and the following schooling , the secondary industry receives an education per capita service life regards Jilin Province as highest, up to 10.54 year, equivalent to the schooling of grade second of high school, Jilin Province of per capita service life of receiving an education of practitioners of the tertiary industry is for being highest, up to11.41 year, were only equivalent to the schooling of grade three of high school. According to occupational structure of the human resources, the personnel engaged in agriculture, forest, herds, fishing, water conservancy production occupy larger proportion, especially Jilin Province, in seven major occupational classification, the proportion of fifth kind of (agriculture , forest , herding , fishing , water conservancy producer ) is higher than other two provinces; Analyses from the industrial structure of the human resources , practitioner's distribution among industry three times of three provinces in the northeast of China has a difference too, In primary industry, Jilin and practitioner's specific gravity of two provinces of Heilongjiang are obviously higher than Liaoning Province, indicate Jilin Province and primary industry of Heilongjiang Province are still the main department which absorbs the labor force , in the second and the tertiary industry, practitioners in Liaoning Province are higher than two other provinces in proportion. According to urban and rural structure of the human resources, the distribution among urban and rural areas of labor population of the right age of the Northeast, comparing with the whole country has advantages, have the problem that the rural human resources are higher in specific gravity at the same time, this is closely related with social development and economic development degree of the Northeast. The fourth part, through an analysis of human resources state of the Northeast, we think the human resources of the Northeast have the following several subject problems: The teenage labor population is too big in specific gravity, unfavorable to the sustainable development of economy; Human resources in urban and rural areas to distribute unbalanced, countryside of the right age to overpopulate , can't meet...
