Chongqing is a typical city of binary economic structure-rural economic boosted by the urban-where the lagging educational level of the rural areas has already become the important factor of restricting whole educational development. The teachers play an important role in education and teaching and teachers' resources influence the educational quality directly. So in recent years, teachers' resources of the poor areas, especially in the elementary-junior schools of poor areas, have gained more attention from education experts and educational administrative departments in Chongqing.
