On January 20,2018,the State Council of the Central Committee of the Communist Party of China issued the first landmark policy document "Opinions on the Comprehensive Deepening of the Reform of Teachers' Team Construction in the New Era" since the founding of the People's Republic of China,emphasizing that it is necessary to further promote the exchange of posts in teachers and principals of compulsory education schools in the county level,and to push excellent teachers and principals to flow from towns to rural schools and weak schools..It can be seen that the Party and the government attach great importance to the construction of teachers,especially in rural schools and weak schools.At the same time,they expect to promote the construction of teachers in rural schools and weak schools through teachers' exchange.However,from the reality,whether compared with high-quality schools in urban areas or from the situation of rural schools,the construction of teachers in rural primary schools is still a problem.In view of this,in this paper the author attempts to have a more in-depth discussion on the construction of rural primary school teachers from the perspective of teachers' exchange.On the basis of combing the current research situations at home and abroad,stating the relevant concepts and theoretical bases(including need theory,teachers' professional development theory and educational equity theory),in this paper the author probes into some rural primary schools in Yuyao City,conducts a field survey on the current situation of rural primary school teachers' work and life,and further analyses the factors affecting the construction of rural primary school teachers and the influences of teachers' exchange on the construction of teachers in rural primary schools.Finally,a series of countermeasures and suggestions are put forward to promote the construction of teachers in rural primary schools.The specific content is mainly composed of the following three parts: The first part,the in-depth investigation of some rural primary schools through interviews,questionnaires and other field surveys on the current situation of rural primary school teachers' work and life(including: the living condition of rural primary school teachers,job satisfaction,development opportunities and the condition of teachers' exchange),and the analysis of the factors affecting the construction of rural primary school teachers(including: environmental factors,school factors,group factors,personal factors,etc.)The second part,the impact of teachers' exchange on the construction of rural primary school teachers,including: the impact of urban teachers' exchange on the construction of rural primary school teachers,the effectiveness and problems of rural teachers' exchange in urban schools,as well as the factors affecting the effectiveness of teachers' exchange.The third part,aiming at some problems existing in the construction of rural primary school teachers,the presentation of a series of specific countermeasures and suggestions on how to promote the construction of rural primary school teachers under the teachers' exchange,including: changing ideas,improving the status of teachers,improving the treatment of teachers;improving policies and regulations,improving the teachers' exchange system;implementing the "county management school recruitment" to promote the smooth flow of teachers in urban and rural areas;taking teachers' exchange as an opportunity to strengthen the training of rural primary school teachers.
