Last year, China promulgated the "National long-term educational reform and Development Plan (2010-2020)", which said clearly: in the educational development of nation, teachers are the most important basic. The excellent teachers can create the best education. We should be strict with teacher qualifications, improve teacher quality, and then strive to create high-quality professional teachers. Focusing on rural teachers, improve the overall quality of primary and secondary school teachers. Innovate and improve mechanisms for rural teachers so as to inject fresh blood for the rural basic education in time, which will promote the urban and rural education fair.The thesis firstly, uses"need motivation theory","teachers' professional theory"and"Education resources disposition theory"in Xingtang County,Hebei province,and did a lot of investigation work in rural primary and secondary school. Based on the results of investigation and analysis,employs the integrated method of questionnaires, interviews, survey and literature review in order to grasp the allocation of rural teachers'resources overall; secondly, it investigates and analyzes the overall situation of rural teachers in Xingtang; thirdly, it has a deep analysis for the three typical policies of the allocation of teachers'resources in Xingtang; finally, the results of the investigation and analysis of the basis of state-owned enterprises reform in our country buyouts and early retirement measures, the rural "substitute teachers" implement a reasonable lay off, and then the author puts forward optimization allocation suggestion about the rural primary and secondary school teachers resources in poor areas.
