Education is a systematic project, nine-year of compulsory educating is a basic education, rural primary school education is the basis and important part of the rural compulsory education, it is the important stage of the rural areas of children's wisdom. In recent years, the teaching situation of village schools in poor areas gradually come into people1 vision, Government departments has increased investment in education in the poor areas, also the social welfare organization donate. In poor areas, teaching environment of some schools which were assigned to be supported and the demonstration have been improving. However, as the village level education pillar, the village teachers' living conditions are not cared at the same time, especially in poor areas, village education is facing the grim situation of the loss and lack of teachers, the development of the village teachers'situation is not optimistic. Study on stability of village teachers, finding ways to solve the problem, has an extremely important significance on the development of rural basic education.By taking L County as an example, this paper studied on the current situation of teachers, through questionnaire survey and individual interview. Then find out that the outflow of the teachers is 200% more than the inflow, the number of the teachers is declining, the teachers' team is fluctuations, there is great instability as a whole. This instability is related to somewhat, hard to keep people and attract talent and insufficient personnel stability, which could not be changed in the short term by Education Department of L County. Therefore, this instability keeps on. The reasons of village teacher instability with analysis are, poor working environment, work stress, low pay, low social status, the master of education think little of village teachers, lack of confidence on the career and so on. This paper concludes, in order to protect the stability of village teachers, the government as the main responsibility for managing education, should be closely combined with practice when formulating polices, seeking for policies and approaches which is suitable for poor areas:put forth effort of developing the rural economy, to improve the village teachers'living environment; formulating village teacher resources planning, to grasp their development trend in general; focusing on career management, to give village teachers humane care; broadening the human resources recruiting channels, to attract talent for the village teacher; strengthening training and development, to upgrade the promotion of teaching and individual career skills; strengthening supervision and management and assessment, to keep village teachers from deviating social norms.
