With the great strategy of rejuvenating the country through science and education being implemented, the school teachers have become a favorite occupation for many.At present, the cohort of school teachers in the L county of D city and nearby towns is relatively stable and the overall qualities of teachers are relatively high. However, with the continuous expansion of county schools over the past few years, quite a number of teachers from rural areas successfully get enrolled by means of position competition, resulting in a serious drain on rural primary and secondary school teachers. The present case study was conducted the L county located at the junction of three cities, where the drain on teachers is even more serious, causing great negative effects on the rural basic education of this area. The present study is mainly focused on the irreasonable and unfavorable flow of teachers, that is,the loss of teachers.Sifting throught the existing literature, the author first illustrates the research background, the significance of study and the domestic and foreign literature. In doing so,the author summarizes the impacts of supply and demand, school administrative system, working environment and subjective factor on the flow of teachers in poor rural areas. Then the author analyzes the staus quo of teacher loss in the primary schools of poor rural areas in terms of the basic education of L county, the destination for L county's primary teachers' flow and and the severe negative consequence of teacher loss in L county. The study concludes that the rural primary school teacher drain disrupts the normal order of school education, exacerbates the instability of teaching staff at those schools, causes decline in the overall quality of teachers and unreasonable structure of teaching staff, broadens the gap between towns and countryside, and ordinary schools and key schools, and therefore hinders the balanced development of compulsory education from becoming reality. The author of this dissertation subsequently takes L County as an example, using the methods of questionnaire survey and interview to examine what causes the primary school teachers drain in poor areas. The results show that the major reasons include education funding shortage, teachers' low personal income, the lack of occupational identity, and more importantly, the inadequate attention and recognition given by the authorities concerned. In light of education equality theory, the author puts forward thecountermeasures and suggestions including forming a reasonable mechanism for the flow of teachers, improving the rural teachers' social status and economic benefits, establishing an incentive mechanism and increasing teachers' enthusiasm for the teaching career.
