The Application Of Project Evaluation In Distance Educantion-the Xploration

Project Management started to develop as a new technology of management since the 2nd World War. Before, Project Management had been widely applied in many fields, for instance engineering construction project and new product development. But, until 2nd World War and postwar time, its special value as a complicated technology of management, which required many different subjects to work together, was fully understood. As a result, Project Management as a new method of management had a chance to develop fast. Project Evaluation is the activity of assessment and evaluation in the whole life cycle of a project, in order to achieve better project management and make decisions, to adopt proper evaluation measure, to apply scientific evaluation theory and methodology. The purpose of Project Evaluation mainly is to evaluate the established Distance Education project and to examine the implementation process of the project.It is a very important subject to do the research on how to apply the evaluation theory and methodology in Distance Education project management, which also hasn't been much studied by the researchers inmanagement field. To do the research on evaluation of Distance Education project is not only the need of my own career of Distance Education project management, but it will be also used for reference for the evaluation of many other Distance Education projects at present and in the future.I have the opportunity to have been involved in Modern Distance Education Project for Primary & Secondary Schools in Western China and China/UNICEF-assisted Distance Education Project. Based on my favorable condition of participation of Distance Education projects, I have done some research on introducing Project Evaluation into Distance Education projects. The research theoretically probes into the evaluation methods and process of Distance Education projects on the basis of the analysis of the Theory of Project Evaluation in Project Management. Based on this, I have selected specific evaluation methods and techniques and designed the proper system of evaluation gridline by integrating the ongoing Distance Education Project for Basic Education in Western China of Ministry of Education. Through the application and practice in the Mid-term evaluation of this project, I have summarized the project evaluation methods and several related elements that need to be considered when conducting project evaluation scientifically and reasonably.To be gratified, the conclusions and suggestions summarized in the Mid-term Evaluation Reports of the mentioned two projects have been adopted by the 2nd round projects, which also have been adopted by projects conducted by the Ministry of Education, UNICEF and Canadian International Development Association (CIDA) and other projects. To some extent, this approves the correctness of the practice of evaluation. The new era of the quick development of Distance Education in China has come. There are many Distance Education projects being launched. This essay will produce realistic meaning and valuable reference for the research on Distance Education Project Evaluation. The application ofProject Evaluation in Distance Education project will be meaningful to develop the application and practice of Project Management, Project Evaluation Theory, and Management Engineering.
