To realize the great-leap-forward development of the rural basic education, narrow " digital gap " between the rural and the developed areas, the country determines to implement the modern distance education project of middle and primary schools in countryside. The project capital cost is enormous, involves various departments and almost covers all middle and primary schools of most rural areas of our country. At present, with the completion of the two front-end projects, the whole project has already been launched in an all-round way in the range of urban area of more than 20 provinces in our country, concerned by various circles of society extremely.It is necessary to launch the medium and long-term assessment to the project to smoothly implement the project with high efficiency, guarantee the equipments installed timely and function enduringly. Because the project is still in its initial stage implementation, and with very strong distinct Chinese characteristics, the theoretical research correlated with this project is comparatively scarce and have not formed assessment scheme of the project yet at present.The paper has researched the evaluation scheme of the modern distance education project in rural middle and primary schools of central and west Regions. On the basis of the thing that documents are studied and survey and study on a large scale, by combining the current situations of plan and development that the whole project and using methods such as, Extended Delphi investigation procedure method, Analytic Hierarchy Process (AHP ) and expert appraisal discussion has been used during the research process, we formed a workable whole evaluation scheme with higher credibility.We combine the current situations of plan and development that the whole project is implemented, on the basis of a large-scale documents study and survey and resolve to the work of the whole project, screen the main activity key elements among them.
