Research On Small Town Mass Sport Administration And Its Operating Mechanism In Quanzhou City

This paper uses documental investment and analysis methods to systematically study the mass sports management system and function. And this study aims at the mass sports organizations in quanzhou city, e.g. sports administration organizations, sports association sports clubs and exercise spots in the evening.The study shows that the small town sports organizations in quanzhou is still starting developed, though whose self-management consciousness has promoted greatly and formed an organizational basis for further development. But this paper also found that the connections and cooperation between the organizations are not enough. And there either is some randomness in the self development aspect. On the other hand, the small town gross sports organizations are too dependent on the sports administrations on the aspects of finance, grounds, business guides and so on. -There are several positive factors for the small town gross sports development. First the government is taking on a restructuring of government administration under the socialist market economy system and shifts of the government functions, both of which provide a more conducive atmosphere for the small town sports development.Second, the developed county economy offers a steady economic base for the small town sports development. Third the available north near to the Taiwan and the geographical advantages provide conveniences for its development. And finally this paper also posts the chief confinement factors of the small town sports. Such as the lags between governments' function alter and the sports socializations tendency, the imbalance between the sports associations, the mass sports and the athletic sports, the lack of sports cite facilities, the lack of finance and managementmaterials, and the undeveloped law conditions. At the same time this paper has made a construction of small town mass sports management mode according with the overseas mass sports management systems and the current management system reform' s tendency in the world, that is, combination between the government administration organizations and the sports associations. And offers several development countermeasure to the confinement factors.
