| With the deepening of reform, urban people's root social structure and their ways of working and life styles have changed deeply. The already existed urban community's management system in both service and function coordination is obviously not able to meet the needs of the development of modern city management. At present, urban communities plays a more and more important role in reform, development and stability. It is a greatly helpful to community construction to set up and perfect community's management system and running mechanism, foster community members' sense of acceptance and ownership and strengthen community's cohesiveness and centripetal force. Thus to strengthen urban community building becomes an important and urgent task in urban reform and development.The author proceeds with combination of theory and practice, deeply analyzing the question of "administrative community" of the present stage in our country. On the basis of holding administrative community's current situation, the author thinks that the administrative community can not finish the task of autonomy because of its own defect in institution design. So, reform of the administrative community must be carried out. The essay has proposed to set up citizen's community, hoping to realize the task of community's autonomy through "citizen's community". In the essay, the author has used the theoretical research and practical experience in domestic and foreign countries for reference. The author has put forward "citizen's community" onthe basis of prediction of the social development.This essay is composed of five parts:Preface and the first chapter is a summary to theories of community autonomy, including the meaning and current situation of research as well as the general description of the theoretical research and practical experience in domestic and foreign countries;In the second chapter the author reviewed the development history, current situation and existing problem of the development of urban community in our country. The problems are serious and reform must be carried out;In the third chapter the author analyzed the conditions of transforming from administrative community to citizen's community. Through introducing relevant theories such as citizen's social theory, etc., the author argued the necessity and feasibility of setting up citizen's community;In the fourth chapter the author put forward the concrete measures of setting up "citizen's community", using the experiences of foreign countries for reference. |
