Strategies For Improving The Physical Education In SiMao Based On Surveys About Physical Education Staff

"Three Represents" theory demands that the education always represent the development trends of China's advanced productive forces . This means the school's education must stand firm in the forefront of modern times. It means we should improve and innovate P.E to fit the development of the society. The aims should be train a great number of qualified and excellent instructor to meet the needs of social and economic development. As for the Physical Education in school, the first and most important task to accomplish is to strengthen the athletic business and keep the future instructors healthy, which not only implements the spirit of the "Three Represents" but also meets the requirement of quality-oriented education. The school's physical education is a part of the total education and the base of the citizen's physical education tends to have the following three characteristics:1.a cradle to cultivate the future athletics and improve the sports techniques ,2.a means to improve the mental and physical development of the students,3.it contributes to the spiritual well-being of individual .It is known that the teacher is a deliverer of human cultural knowledge , he is the engineer of the human soul and the organizer and the guider of educational work. In other words, the middle school physical teacher is the conductor and organizer of educational work ,is a instructor and monitor of the students' body and mental development ,is the cultivator and prompter of athletics ,is a educator and resource of the human spiritual cultural knowledge .In this article , the author points out the importance of the middleschool P.E and physical teachers in the Quality-oriented education , civil physical education , cultivating the athletics and promoting the quality of the physical education, combining the government documents and the current situation . The current situation of physical education teachers in middle schools of the SiMao city including urban and suburbs was investigated and studied by using the methods of documentation and questionnaires .The investigation contents about the state of physical teachers in SiMao includes the following: allocating physical education teachers, education, technicalqualification, professionalattitude ,workload ,study and research, treatment . The results indicated that there are many advantages and disadvantages rat first , in SiMao the physical education teachers have relatvely stable professional attitudes good professional ethics , they work with enthusiasm and are industrious, cooperative and unified ,they are strict with themselves and love their students ,but they are working overtime without overtimepay .Second , physical education teachers allocate inadequately , distribute badly, especially in primary school and junior school, there are wanted physical education teachers. In the countryside, there are many village schools only with one teacher. In addition, the proportion of male to female teachers' isn't reasonable. There are too few women .Third, as far as their academic background is concerned ,physical teachers in junior school have been reached above the set standard line, but the standard of senior school P.E teachers are under it . Most P.E teachers graduated from a correspondence college .The defects in their competency was found out that there are not any gradate students in nine-year compulsory education schools of SiMao .Compared with the document Further Education Reform , Push Forward the Quality Oriented education Decision ,there will be 60%physical education teachers in SiMao who must study further to have higher education to met the standard requirements ,including 94% in junior schools ,67% in primary schools .Forth, the structure of age of physical education teachers and the technical qualification are not reasonable . The teachers under 35 years old count for 75% in total P.E teachers in SiMao ,but the situation of professional rank is 0.1% teachers get the senior ranks, 20% get first class rank and the rest get the elememtary rank. Meanwhile the P.E teachers can not get reasonable treatment. For example, they have overtime work without extra money, more than 50% teachers don't have uniform .Seventh , the teachings concept of the physicals education teachers is far behind the times . They pay no attention to enrich their teaching ability , improving their knowledge, let alone research . They don't fully understand the nature of the continuing education, therefore , they just say more about "Teaching innovation" and practice less. Few teachers can use the modern education technology and equipment in study and teaching .In conclusion , It is the author's belief that the study and investigate of the current state of physical education teachers is of great help to transforming the concept of leaders in charge of physical education, changing the educational thoughts and concept, enlarge the communication between the physical education teachers. Taking into account all these factors in the point of the management and the training, corresponding five measures and suggestions were put forward for promoting the quality of physical education teachers .
