A new round of new curriculum reform is in implementing. The mission of basic education is to cultivating man, and to ground for man's future development. Man is cultural, and everyone's growth is carrying though in certain culture. There exists close relation between the curriculum reform and teachers'culture. Culture refers to a kind of existence of idea of a special crowd, which can be man's behavioral causes. It represents and passes the whole of idea of value, thinking pattern, behavioral manner and knowledge system through all kinds of activities of this special crowd. Teachers'culture refers to the integration of common value system and behavioral criterion of schoolteachers, not only including the value faith, attitude, custom and behavioral criterion, also the relation form among teachers and the combing form of teachers'collectivity. As a kind of colony culture, the core of teachers'culture is its spirit level. Discussing from spirit level, it has spirituality, the characteristics of amalgamation and plasticity. Good teachers'culture will exert important function in advancing teachers'professional development, optimizing teachers'group constructing and improving school management quality. The important thing of curriculum reform is to reform the cultural background. New curriculum contains the new cultural ideas (the curriculum cultural view of merging science and humanity, the value view of basing on the human, the curriculum ecological view of returning to living world, the curriculum managing view of democracy and cooperation). New cultural idea puts forwards new requirement to teachers. However, from the present research and practice of teacher's culture, there still exist some problems worth paying attention to. First of all, as the culture accepter, the middlebrow thought makes them abiding by the common professional criterion, at the same time they are apt to thought of following the trend, and gradually form the atretic culture psychology state of teacher's colony. Teacher's educational reform consciousness is weak. Secondly, generally there is teacher's individual culture in school. Moreover, the teacher lacks professional independence. The existence of these problems, indicate that it is difficult for the transformation of curriculum reform participant's attitude and behavior, expose the conflict and collision between new and old culture. New curriculum urges the change of teacher's role: The value orientation of the new basic curriculum goal, requires teacher changing from the person who transfers knowledge to the student's all-round cultivator; the change of new basic curriculum content, requires teacher changing from individual walker to cooperator; the change of new basic curriculum structure, requires teacher changing form the book duplicator to the person who can promote student learning independently; the change of new curriculum implementation system, requires teacher changing from simplex teacher to teaching researcher; the change of new basic curriculum management system, requires teacher being changed into a teaching researcher from the simple teacher, and from the faithful executor to curriculum developer. For this reason, today, under the background of pushing new curriculum, it demands to change teacher's backward education idea and teaching behavior urgently, seeks the reconstructing of teacher's culture, thus forms teacher's new behavior or life style. Practice, creation, Intercourse, partition, open, cooperation, research and reflective thinking are abstract description of high-quality teacher's culture that the new curriculum contain and need, which implicate in the basic key element of teacher's culture, including basic suppose and value system and behavioral mode. These basic ideas are teacher's culture abstract that new curriculum contain, and are basic assumption of ideal teacher's culture. Whereas this, according to investigation of teacher's culture is and would be under the background of new curriculum reform, on the basis of theoretical research and investigation, it analyzes and probes into teacher's culture under the background of new curriculum reform, illustrates the basic cultural ideas that new curriculum reform contains, puts forwards the challenge of new culture idea to teacher's role and the deficiency of teacher's culture, probes into teacher's culture that new curriculum requires and pursues, seeks to mold high-quality teacher's culture in conformity with new curriculum idea, and puts forward the strategies of teacher's culture constructing under the background of new curriculum reform. It advocates teacher's participation in school-based curriculum development, reforming teachers'conception; it calls on the intercourse between teacher and student, changing teachers'teaching behavior; It requires the inside open among teachers, setting up sharing mechanism; It sparkplugs teacher's reflective thinking, constructing the reflective atmosphere; It guarantees teacher's school-based training, forming study groundwork.
