It is time to energetically develop educational administration subject today. And it is very important to research the educational administration thought of excellent elder scholars of which Luo Bingzhi must be one. Mr Luo has done well in the field of educational administration. However, knowledge to him is less than we should have. The research on Luo' s thoughts on educational administration can not only make up for the deficiency of research on that of historical figures, but also fill in gaps in the research on Luo Bingzhi. This research stresses on the manifestation on the scientific feature of Luo's educational administration thoughts, on the presentation of the " scientifically " educational thoughts of Luo Bingzhi. Also, it objectively evaluate the great significance of Luo' s scientifically educational administration and the position of Luo in the field of educational administration research.There are four chapters in this article. In the first one , the author introduces the all lives and growing experience of Mr Luo and the birth and effect of educational administration. In the second chapter, the author sets up the scientific-nature of Luo Bingzhi's educational administration thoughts and explains the nature' s connotation, and the background and process it formed. In that way, the author sets up research question in this chapter: Luo' s educational administration thought is a kind of thought with a characteristic of scientific-nature. Chapter three is the key part of the research paper. In it, the author discusses the scientific embodiment in details and explains why Luo does develop such thought on the background of his time and on his own experience. The last one is the ends of this article. In it the author addresses herself to the historic and factual sense of Luo's educational administration thoughts and makes objectively and justly evaluate about Luo on the background of the main trend on his time. In the course of the whole research , the author obtains the impression: it is very instructive to research the ideal of such excellent scholars in educational administration field as Luo Bingzhi. And the thoughts as Luo' s must be the synthesis end of all social factors which lie in especial time and personal factor. That exploring the scientific educational administration thought could help us to see the instructive thinking clearly as well as understand the significance of alteration which comes from the thoughts in that time.
