Curriculum is one of important questions focused by experts in educational field. Curriculum of kindergarten is necessary part in system of curriculum.Kindergarten-based curriculum is an expression of this field. Studing on the model of kindergarten-based curriculum development is able to solve the practical problem directly and build a curriculum frame in kindergarten. The findings coming from surveying all kinds of educational institutes show that kindergarten-based curriculum development is more powerful, flexible, broad and autonomy than others. Therefore, studing on the model of kindergarten-based curriculum development should be focus more on theory and practice than before, which can be applied well in the real situation in kindergarten.This study firstly specifies some concepts, such as curriculum, kindergarten- based curriculum, kindergarten- based curriculum development. Secondly, it illustrates that the current status of kindergarten- based curriculum developmentThen, it reveals that although, to an extend, kindergarten-based curriculum have been playing more significant in Ningxia, some problems still exist, lacking of autonomic development, multiple development, flexibly enacting, and scientific assessment. For this reason, the theory and practice of kindergarten- based curriculum development in Ningxia should be increased.Next, kindergarten- based curriculum ought to be benefit for the kindergarten, such as perfect personality. Its development should be according to the law of physics and psychology of children and pay more attention on forming and context through synthesizing theories of kindergarten- based curriculum in multiple cultures. Then, the study sets up the model of kindergarten- based curriculum development in Ningxia which is terms of studies of national cases which contrast to national cases, of its theories and practices, and of intersection of theory of knowledge and methodology. The model is guided by development of sources of curriculum, by research, by practice. In fact, this model trys to initially explore the regular pattern in Ningxia only.
