| With the society developing fast, the consequent crises emerge frequently. As public organizations of the society, schools are also being troubled by the crises. The best way to deal with them is to establish a complete scientific system of crises management which is able to function efficiently. This paper is organized into six parts in the perspective of public management, in order to give advice on setting up school crises management system. Part One: The definition of school crises management Crisis is defined as a state of tension resulting from the constitution of a threat to the overall objective and benefit of the organization, characterized by uncertainty, threat, time urgency, preventability and double effects. The common crises can be classified into natural crises and man-made crises. Crises management is the systematic strategy aiming at overcoming the crises. It includes pre-crisis, mid-crisis and post-crisis managements. The crises discussed in the paper take place inside and outside the campus and constitute damages to the schools or to certain individuals. The school crises management includes preventing school crises, dealing with the crises and reviving from the crises. Meanwhile, the principles and the significance of school crises management are discussed in this part. Part Two: School crises management in other countries and its reference value to our country As a super power in the world, the United States has a mature set of patterns on school crises management. Guided by the national crises strategic policy, schools carry out crises reaction plan and action scheme. Since the "9.11"event, anti-terrorism has become the strategic focus of U.S.A, therefore guarding against terrorism has become the focus of the current American school crises management. Japan has engaged in various advocates on crises prevention to enhance and popularize crises consciousness. The experiences of the two countries on crises management are of important reference value to our school crises management. Part Three: Analysis of present school crises management in our country and the trends Starting late, school crises management in our country has long been trapped in the conventional school management, where problems arise. The situation is not reassuring . The problems are: a universal lack of school crises management consciousness, immobility of the school crises management organization, a lack of the special setup and thorough schemes to deal with crises, a lack of the mechanism to release the information and to communicate with the public, superficiality of crises consciousness among school officials, perfunctoriness, regional differences. Further more, the complex multiple trends generate new crises and more severe consequences, which constitutes a big challenge to the school crises management of the new era. Part Four:Setting up new system of school crises management in the new era Crises management consists of three stages, under the guidance of which work must be done to set up school crises management system. The three stages include prevention and preparation beforehand, handling and controlling crises, reviving from crises and reconstruction. Therefore, schools must set up crises management groups, carry out crises management plans, set up channels to release news, determine the principles of communication and revival management. Part Five: Specific strategies and executions of school crises management This part proposes specific strategies focusing on the reactions before, during and after the crises.
