The application of Information Technology in junior and primary school education boosts the process of junior and primary educational modernization and improves the development of Information Technology. In the meanwhile. it shows a great challenge to the qualities of junior and primary school administrator. The application and population of Information Technology in education have affected every fields of junior and primary teaching and administration,and show higher demands Educational Technology Literacy for junior and primary school administrations. With the further development of Information Technology in China and reform of basic education, to have higher educational technology literacy is necessary for qualified administrators. At the same time, the professionalization and vocationalization of junior and senior school, the administrators are also regard to for a necessary trend. So it's very crucial to improve the administrators' Educational Technology. Therefore, after analyzing the administrators' Educational Technology literacy systematically, the dissertation aims to put forward a standard suitable to China's junior and primary school administrators. By analyzing the administrators' technology literacy, more suggestions were given at last towards the training of the standard. The thesis was consisted of five parts. Part one: forward. To introduce the background of study of junior and primary school administrators' Educational Technology Literacy, significance, purpose, contents, thought and means, also including the definition of terms and theory basis. Part two: to tell current situation and analysis of the study at home and abroad: the current situation home and abroad and the comparison between them form the aspect of educational technology literacy. Part three: to show a new standard for junior and primary school administrators' Educational Technology Literacy.Then, to draw up fundamental contents for an original draft, including questionnaire, analysis, correction and establishment of fundamental contents. Contents and explanations of the performance indicator. Part four: to give the suggestions on the administrators' Educational Technology Literacy. By the background of the training and the traditional stereotype, to analyze the problems on training the administrators and to put forward the project-training type, including its characteristics, designs, strategies and basic models including the implement of junior and primary school administrators' Educational Technology Literacy training based on the project training. Part five: concluding remarks.
