The information society is coming with the Internet era. The information society requires the continuous study for pursuing the changing world. In certain sense, this is the learning society. The new technology provides for the learning society and gives chances for lifelong learning. The development of human being requires for the gaining of superior cognitive ability---the ability of solving problems, the innovation ability, the cooperation ability and so on. In a word, the information literacy requires all kinds of skills of using and learning the knowledge in the new environment. The characteristics of the new society put forward new requirements to the education. The school needs to put the cultivating of learners'skills on the first place. The students need to make use of the traditional teaching materials like library, but also need to learn the new information technology as computers and nets. As a result, they might learn to gain knowledge autonomously. The importance of information makes the information literacy the basic condition for better living and developing. Therefore, the way of improving the information literacy becomes the vital issue. In June 2002,chanced to have the opportunity of translating the American Educational Technology Standard, the Chinese Educational Technology Association subtitled the national educational science research questions with the title The study of Standard of Educational Technology of China, leading the study of the educational technology standard in our country. The Standard Includes four sections: The standard for the students, the standard for the teachers, the standard for the intendants and the standard for the educational technology professionals. This paper aims to discuss briefly the process of constituting the basic education's standard. Based on the educational reform background, this thesis put forward the constituting process of the Standard. Firstly, having the contrast study of the world related studies and experiences, absorbing the excellent experiences, methods and conception; Secondly, summarizing the different thoughts in using the information literacy education in China, analyzing and looking for the deficiency. Lastly, questioning the attitudes from the teachers and students in the primary schools and the middle schools. After the study and analyzing from theory and practice, combining the actuality and the developing requirements of the information literacy education, constitutes the educational technology literacy standard that suit the students in the basic education of China. The first section introduces the research background and significance of the study, including the new characteristics of the new society and therequirements to the education, the significance of the research and the introduction to the main contents. The second section is the summarizing of the literature. The Third section is the theory basis of the research. The fourth section the Research procedure, analyzing the guiding thoughts on the basis of investigating literature and the research theory, making the questionnaires by the thoughts and analyzing of the results. The detailed contents system of the Standard that suits the students of basic education in our country is putting forward in the end. The fifth section is case studies. This section introduces some related cases simply.
