The world education is faced with greater opportunities and challenges by the speedy development of information society. Great changes happened to the world education correspondingly. Education technology has become the key point of certain changes. The popularizing of educational technology depends on the teachers, especially the teachers'educational technology literacy. Therefore, the development of teachers'educational technology literacy has become the hotspot of the research in the world. However, this kind of research in China was not satisfied and the knowledge for the definition was not clear enough. There was also no uniform measuring standard. Under certain circumstances, the action of studying and analyzing thoroughly to the teachers'educational technology literacy and making the new proper standard is not only a supplementary to this study field, but also is valuable for the future work. At the same time will be useful for the national policy. Therefore, after analyzing the teachers'educational technology literacy systematically, the dissertation aims to put forward a new standard which is suitable to China's Junior and primary school teachers. By analyzing the should-be literacy of the teachers from five perspectives, the systems of performance indicator were made by the stages of professional teachers, student teachers and future teachers. More suggestions were given at last towards the training of the standard. The dissertation consists of six sections. Section One: Introduction. The analysis of the background and significance of the study and theory basis. Detailed analysis was also included about the research in China and abroad and the research techniques. Section Two: Clarification of the relating terminology and putting forward the frame. Section Three: The process of the research. According to the statement of the consisting elements, the first draft was made. Then each item was analyzed. The following steps were advices from the experts and questionnaires. Section Four: The Standards of Educational Technology Literacy for Junior and Primary School Teachers. The fundamental contents and the performance indicator were made by the results. Section Five: The suggestions for the training of the standard. The training contents and training methods. Section Six: Conclusion.
