Since the open policy reform, our country has carried out some macro-reformation in basic education, but it hasn't done anything to the relationship between the government and the school, how the government start schools, and how to administrate the school reformation. At present, there are mainly three problems in stated-owned schools for basic education: 1. They don't realize the problem of the property. 2. Who owns schools? 3. Who sets up schools? Therefore, inefficient schools are lack of money and can't attract private money to start schools. How can we solve these problems? In my opinion, we should carry out further reformation in basic education; we should reform the system of stated-owned schools for basic education; we should introduce market-oriented competition mechanism to develop basic education.As we all know, education is the base of the century. The development of basic education has a great effect on the development of politics and economy in our country. It is necessary and possible to reform the system in the new situation at home and abroad.The reform should be carried out by introducing modern theories of schooling and experience from abroad. The main method of reforming stated-owned schools is to put them into modern stock schools. There are three basic types: only state-owned schools, stock schools which are not for money, and stock schools which are for the purpose of earning money.The main measures which should be taken at the same time: 1 set up education products market to let all the schools take part in the competition. 2 found person source market to let all the teachers engaged in the engagement system. 3 transform the function of the government We should carry out macro-reformation instead of administrating schools directly.
