Community construction in China is the process, in which the government separates itself from center of both power and responsibility, shaping the cooperation of the government and community organizations in community's service and management by means of fostering community. Its essence is to realize the conversion from a unitary community administration by government into plural cooperative governance in urban community. The new period in China is of great importance and will see a speeding-up change of the society. Further adjusting and changing preliminarily sprouted community governance model with administrative characteristic, and setting up new type community governance model have become a significant issue in both practice and theory. Community in foreign countries has gone through a long history in construction with abundant experience, providing beneficial reference for us. Aiming at the prominent problem of administrative tendency in urban community practice in China, this thesis, starting with the review of foreign community construction experiences, based on the research of present community practice abroad, analyzes the reality and background of China's urban community construction, followed by the comparison of community practice between China and foreign countries, putting forward the basic thoughts in further setting up community governance model in China: promote extensive participation of community residents and plural cooperative management including the governmental and nongovernmental organizations in urban community, meanwhile, bring government into leading role, forming a cooperative pattern combined with community self-governing and government pilot. On these bases, the thesis brings forward setting up community's autonomy model led by government to settle the problem of over-administration in present community practice.
