Human resources is the first resources. Now our country is carrying out the strategy of strengthening itself by the elites and puts forward the conception of erecting the scientific elite and high skilled elites ideas. CPC 16th National Congress also reports clearly that our country should go on the new industrial way, and the development of advanced vocational and technical education is the important approach of the strategy and the way. At present, the demand is increasing day by day for skilled elites of the first line in production, service and management, also the higher quality of vocational education is appealed intensely by our country. Hence, advanced vocational and technical education comes out at the right time, facing the good development chance, possessing wide development space and we should note that it is facing many challenges. Therein, "specialty" is the main content of advanced vocational and technical education reform and development .The key to finish this specialty is to need special teachers procession. The history is not long for it as an independent educational segment and the task is too difficult of constructing teachers procession. Comparing with common higher education, it is very obvious of its necessity, urgency and difficulties .For the. time being , it.reaches the commonopinions among the whole advanced vocational and technical education -----thecultivation and incentive of its teachers should be in the direction of constructing "double teaching" quality teachers. However, now we are in low level in the specific methods to cultivate and incentive. The cultivation and incentive of advanced vocational and technical teachers are indicated not only by certificate of vocational qualification or training graduation, but also it could not use the traditional assessment standard of common universities teachers.Advanced vocational and technical education as a new education pattern which needs advanced vocational and technical education teacher to break out the traditional teaching pattern and use the new work methods actively to suit it. The usage of its teaching resources is not only limited to classroom. They are key standards to evaluate the performanceof advanced and technical teachers that whether teachers accept the conception of "teaching for using" and the talent —training pattern of Teaching and Learning Outside the campus, developing social resources of building schools actively, seeking for the cooperation with enterprises positively, studying new applied and skilled abilities and conveying them to students validly. Therefore, this text is leaded by "double teaching" quality goal to set up scientific performance evaluation system of advanced vocational and technical teachers .It operates real performance management on advanced vocational and technical teachers. So it exerts fully the human resources capacities of advanced vocational and technical teachers , strengthen the construction of the teachers procession, lead the cultivation of "double teaching" qualities teacherssuitably and combine the performance of advanced vocational and technical teachers with the cultivation of incentive . If that so, we will keep the specialty of "double teaching" quality in all work of advanced vocational and technical teachers and then keep the specialty of higher vocational and technical education.First, this text illustrates the realistic meaning and theoretic valuation of the problem about performance management of the advanced vocational and technicalteachers from two aspects-- research background and comprehensivedemonstration of document. Then it puts forward the conception of performance management of the advanced vocational and technical teachers and also compares with enterprise knowledgeable employees, common colleges teachers. And it further demonstrates the necessary and specialty. The center of this text creatively founds the performance management system of advanced vocational and technical teachers basedon the two theories --the procedure of common performance management andhigher vocational education talent — training pattern of Teaching and Learning Outside the Campus. Performance management is a multi-stages and multi-sectionscomprehensive procedure which consists of four parts-- performance plan,dynamic and lasting performance communication, performance appraisal, the diagnose and improvement. Teaching and Learning Outside the Campus is a new talent — training pattern filled with advanced vocational and technical specialty and needs that advanced vocational and technical teachers of "double teaching" quality put it.into practice in their work. Accordingly, the performance management of advanced vocational and technical teachers is to guarantee the specialty of advanced vocational and technical education and teaching requirement of "double teaching" quality. Therefore, it can be regarded as a operational basement to build the performance management system of advanced vocational and technical teachers whether it drives the development of Teaching and Learning Outside the Campus positively or not. The performance management of advanced vocational and technical teachers is made up of five parts: Plan Stage— to decide the requirement of performance management goal about Teaching and Learning Outside the Campus; Assistance Stage— to cultivate the development and using ability of teaching resources; Appraisal Stage — to evaluate objectively of contribution what teachers did for Teaching and Learning Outside the Campus; Communication Stage — to communicate with each other according to the principle of "human beings are basic" because teaching resources are the human capital which force the development of Teaching and Learning Outside the Campus; Usage Stage of evaluation result — to carry out valid teachers incentive and training for the next procedure of Teaching and Learning Outside the Campus.The creative point in this text is to regard "Teaching and Learning Outside the Campus" as organizational performance standard of higher vocational and technical education. And based on it, this text sets up the performance management system of advanced vocational and technical teachers from the requirement of higher vocational teachers "double teaching" quality.
