Study On College Logistics Socialization Reform

College logistics socialization reform is a major component of institutional reform of higher education. This reform follows proper sequence, from the easy to the difficult and from the external system to internal system. Through decades of practices and explorations, college logistics socialization reform makes great progress. However, with the further development of the reform, problems of college logistics management system, management mechanism, public benefits of college logistics, ownership of logistics assets etc become obstacles to further reform. Considering the reform as whole, this paper historically summarizes the history of college logistics socialization reform, objectively evaluates the achievements of the reform, analyzes new situations and tasks of the reform and proposes basic ideas of establishing new college logistics security system. There are three parts in this paper. The first part briefly introduces college logistics socialization reform and its history. First, it elaborates the connotation of college logistics socialization reform and points out that the nature of logistics socialization reform is the shift from college logistics under planned economy to that under socialist market economy. Second, it analyzes the representation and causes of the problems in traditional college logistics system, such as administrative dominance, unnecessary division, repeated construction, resource wasting, disproportion between the busy and the idle, overstaff, low efficiency and so on. Third, it reviews the two stages that college logistics socialization reform has undergone since 1979 and objectively evaluates achievements of new college logistics socialization reform that is dominated by the government since 1999. The second part analyzes news situations and tasks of college logistics socialization reform. First, new situations of reform, with the further development of national economic system reform, the separation of the center from the auxiliary of state-owned enterprises and logistics socialization reform of government and public institutions is beginning and state's comprehensive reform of public institutions is about to start; higher education keeps developing rapidly and the main tasks are the supporting system and improvement of conditions for running schools; third, the development of the third industry, emergence of nongovernmental service industry, especially the total ingression of foreign service retail industry will lead to fierce competition in fields of service. These factors urgently require college logistics reform to go on, coordinate and cooperate with national economic, political, social reforms and the aim of popularization of higher education. Second, new tasks and problems of the reform, compared with the momentum of reform in previous stage, the further development of college logistics socialization reform encounters such problems as follows: there is no nationally unified guiding plan; the aim of recent reform is unclear; the legal status of logistics entity that is separated from the school cannot be established; the relationship between the school and logistics is not clear; the nature of the products of college logistics service is explicit and so on. The basic problem that affects ongoing college logistics socialization reform is the lack of pressure and power to promote the further development of the reform. The third part introduces basic ideas of further college logistics socialization reform. First, basic framework of new college logistics security system, this system is composed of government, school and logistics enterprises; the functions of new logistics security system are market allocation of logistics resources, market supply of logistics service products and standardized management of logistics service market; the structure of this new system can be summarized as: governmental macro-control, service provided by the market, free choice of the school, self-discipline by trade norms, supervision and management of functional organs. The paper analyzes and explains the above terms in detail and outlines the basic framework of new college logistics security system on the whole. Second, it is about several basic problems of establishing new college logistics security system. First, government's role of macro-control, the government shall play adominant and controlling role in constructing college logistics service system, promote the reform from the top down, explicate the direction and aim of the reform and regulate the strength of reform and degree of general adoption of market principle; set up policies to put construction of logistics security system into legal way and promote the healthy development of the market; comprehensively coordinate all parties and seek for support from each party; supervise and guide the direction of reform, progress of the reform and results of the reform; guarantee necessary input. Second, the distribution of original logistics entity and personnel of the school, the operation subject of college logistics service market shall be independent business entity. At present, the futures of college logistics entity are: first, through the support of government and school and its own efforts, it becomes stronger and larger and registers as Service Company (corporation) of business entity with various forms of ownership; second, according to its own conditions and characteristics, it concentrates on specialized development, registers as an independent specialized company of business entity or becomes as subsidiary or branch company of certain logistics service corporation; third, it may be replaced or merged by certain social service enterprise or another college logistics service enterprise. Therefore, entity withers away naturally. As outcome of history, it is normal whichever road college logistics service entity takes. It is determined by the nature of market of college logistics service and inevitable choice of market development. There are three ways of distribution of original logistics personnel of school, that is, dual replacement, early retirement and natural reduction of staff. Finally, it is about the principle to solve the problem of deprivation of assets of logistics entity and problem of ownership. Based on principle of "reasonable deprivation, efficient reconstruction, strict supervision and appropriate support", the government, administrative department of education and schools establish modern ownership system of "clear ownership, explicit rights and responsibilities, strict protection and smooth circulation". According to different usage of logistics resources (assets), the school and logistics entity explicate, in written form, principles of resource allocationand using standards, methods of categorized lease, trusted operation, operation with shares etc., responsibility of investment of logistics resources (assets) and requirements of sustaining or adding values. The composition of stock ownership of joint-stock company that is established after registration shall abide by following principles: carry out principle of diversified stocks, including stock of school, stock of logistics entity, stock of social entity, stock of manager and stock of individual employee; allow manager, employees and other natural persons to hold stocks; appropriately take in social stocks; require organizational company to bring the structure under control according to modern business system.
