Sustainable development is a theme of development in the 21st century. The teacher's sustainable development is the foundation and guarantee to realize the sustainable development of education. The number of middle and primary schools' teachers is the largest in the teachers' team. Their quality directly correlated with nationality's future hope. How can the sustainable development of teacher's professional quality be promoted through the continuing education of middle and primary schools' teachers. Studying the reform and development of the continuing education of middle and primary schools' teachers with the sustainable development view, and seeking the sustainable development of the continuing education of middle and primary schools' teachers have important innovative value and significance of theory and practice. On the basis of consulting a large amount of documents and materials, and by adopting the research approach combining education theory, comparative research, case analysis and education investigation, this research has excavated the relation between the sustainable development strategy and the continuing education of middle and primary schools' teachers. It has also thoroughly probed into basic theories of the continuing education of middle and primary schools' reform, has combed the continuing education of the domestic and international teachers of middle and primary schools' reform and development trend and has systematically analyzed the factors that restrain the continuing education of middle and primary schools' teachers in our country. Finally under the value orientation of sustainable development, it has put forward two major strategies for improving the continuing education of middle and primary schools' teachers in our country. They are the strategy of internal change and the strategy of external support. The strategy of internal change includes renewing the idea of continuing education; building the high-quality training teachers' team; improving trainees' education quality and transferring their psychology; concentrating on the trainees' demands during the training process; widening the continuing education base and forming the three-dimensional teachers training network with plural competition; and setting up scientific evaluation system of continuing education. The strategy of external support includes perfecting continuing education's management system; strengthening continuing education's security mechanism; and setting up effective incentive mechanism.
