As a leader inLiaoning province, Shenyang Institute of Physical Education took the opportunityTherefore, it’s a key question about how this institute to develop and benefit.During "12th Five-Year" our country has developed harmoniously and scientific.And it’s time to establish a more powerful country in sports and to make new progress.With the development of economic, people have gradually realized the importance offitness. Concerning the implementation of the National Fitness Program, how do theseSports institutions do to develop, make what kind of decision of strategic, in order tomake sports undertakings in China to coordinate with sustainable development, andachieve the goal of building a powerful country in sports?In this paper, on the basis of the Shenyang Institute of Physical conduct internaland external environment analysis, the SWOT was introduced. And the disadvantages,disadvantages, opportunities and challenges have been analyzed of the ShenyangInstitute of Physical. Therefore SO strategy should be taken for the development andthen the assessment and positioning have been given.The conclusions of this study are: the best development strategy of the institutionis the SO and it should follow three principles: effective use of the opportunity, andthe effective use of the advantage, effectively circumvent the disadvantages toimplement the strategy, starting from the traditional preponderant sports, resources,professional human resources, capital, construction featured sports projects and so on.
