Externality theory is one of the most important theories in contemporary economics and being used extensively to explain all kinds of economical phenomenon such as market failure, supply of public goods and the relationship between government and market since it was invented. And when economists discuss externality theory they always quote the examples associating with our life such as lighthouse, howling and pasture. So we can see that externality not only exists in economics but also in our daily life. After the externality theory was invented, economists suggest the main methods we can apply to solve the externality is primate way or public policy. Primate way includes social morality limitation, charitable action, industry chain and signing contract, and public policy includes regulation, Pigovian tax, subsidy, pollute license and deposit, all of those can solve the externality effectually. When primate way can not solve the externality effectually public policies become the terminal method. But is there externality exists in public policy itself? can public policy produce new externality? If there is and it can produce, how can we to solve the externality of public policy? These are worth considering.Higher Education Enrollment Expansion Policy is one of the most important education policies in our country. Hundred years project bases on education.
