On The Problem Of Higher Education And Its Implication For Policy Making

The paper focuses on the issue of the enrollment expansion of higher education, employs the public product external theory and public policy values orientation as the policy analysis tool, and develops around the social impact brought forth by the expansion of higher education in China since 1999. The rationale is to explore how to avoid its negative effects and make it play a better role in developing national economy, based on a theoretical analysis of the externality of the expansion of higher education.A three-dimensional method is adopted in the study. The paper introduces external theory and public product theory, applies systematic analysis approach, cost effectiveness approach, investigation approach, case study method, etc, to discuss in a much deeper sense the policy effect of the enrollment expansion of higher education based on external theory. The research starts with a brief introduction of the status quo of higher education ever since the enrollment expansion of higher education, then proceeds to a in-depth analysis with a view to the enrollment expansion of higher education of Hunan Province and the management in Hunan Industrial College, as well as a definition of policy analysis tool, research perspective and research method adopted in the study, paving the way for fundamental theories required in further study. Next comes the external effect of the enrollment expansion of higher education, the focus of the paper, with the problems of the enrollment expansion policy in reality analyzed, deeper reasons behind discussed, and a new proposal of policy adjustment raised. Finally, the paper concludes by adopting case study method to explore thoroughly the series of policy effect since 1999 in Hunan Industrial College, predict the trend of development in a macro viewpoint, feel the governing principles from history, discuss the future of the development of higher education so as to put forward more practical policy measures based on the external effect of the enrollment expansion of higher education.
