In this dissertation, we research the differences of higher educationalmassification among provinces in China during 1995-2002 with the use of positiveanalysis and monition analysis. This dissertation can be divided three sections.In the first section, we analyze the differences of higher educationalmassification by using the correlation and regression methods. It shows two features:firstly, the differences of higher educational massification become greater, and thespeed of the changes is very quickly;secondly, the changes can be divided twophrases. The speed of the changes during 1995-1998 is slower than the speed during1999-2002. It shows that the massificational policy has impacted on the developmentof higher education among provinces in China. In the second part, with use of human capital theory, we discuss thedevelopmental mechanism of the differences of higher educational among provincesin China, get a conclusion that the difference is caused by the difference of the levelof the higher educational demand and supply, and verify it with the use of thecorrelation and regression methods.In finally section, we can divide the history of the strategy of the regional highereducation development into two phrases: proportional strategy and disproportionalstrategy. Therefore, there are a close relationship between the strategy of economicaldevelopment and the strategy of higher educational development. To coordinatelydevelop with economic, we should carry out the regional disproportion developmentstrategy.
