Senior middle school education plays such an important role in thewhole educational system that to enhance the popularization of it is notonly the demand of the development of education and that of theeconomic society, but also the fundamental start point and theimportant objective of the educational policies.Senior middle school education belongs to non-compulsory education,the development of it is affected by educational resources and theirdeployment, supply and demand of the education, individual choice ofeducational investment and other theories. It has its internal law andmechanism, and there is relative independence in it. But the key is theeducational policy deployed.After analyzing and evaluating the present situation, the trend andobjectives of senior middle school education in the northwest ofShandong Province, we conclude in this thesis that it is theoreticallypossible to realize the objective of popularization in the main of seniormiddle school education as planned. But there are some restrictivefactors. One of them is poor quality of compulsory education in therural areas. Some of the junior middle school students are tired ofstudying and stop schooling, and there are still others who lack thedesire of going on to senior middle school. The limited paying abilityof the farmers is another. The tuition for a senior middle school studentis too great an economic burden for a family in the country, and theprofit expectation (the opportunity of going to college or finding a goodjob after graduation) is getting smaller, therefore, farmers don't haveenough motivation to let their children receive senior middle schooleducation. There are still some other factors such as the lack of highquality senior middle school educational resources, the stunt running ofsecondary vocational education and the negative effects left by themalpractice when optimizing the educational resources by themechanism and the system itself. All these factors are deeply rooted.The interrelated investigations, data, analyses, positive research andthe documents are applied in this thesis to back up these views.Suggestions for realizing the development objective mainly includeproperly handling many relations, applying various measures to carryon the compulsory education at a high standard, reinforcing thegovernment's responsibilities for education, investing more ineducation, perfecting the poverty-aid setup, putting into practice thepolicy of aiding the secondary vocational school education, creatingmore job opportunities for vocational school graduates, carrying outreforms in the education fields, promoting system innovation,perfecting and improving the teacher training system, optimizingeducational resources, quickening the steps of transition of ruralsociety and the advancement of agricultural technology , and advancingpositive inter-dynamic of the development of rural society and ruraleducation.In this thesis, we analyze and discuss the development problems insenior middle school education in the rural areas not in isolation, but inthe background of the social and economic development in the ruralareas, proposing that junior and senior middle school education shouldbe planned as a whole in order to stimulate and guide the demands ofsenior middle school education and steps should be quickened in thereform of municipal and prefecture administration of senior middleschool education.
