Teachers Engagement System is an employment mode upon which schools and teachers sign up a contract stipulating their rights, duties and responsibilities on an equal basis. To implement Teachers Engagement System is a revolution of managing teachers. It is not only required for education to adapt to the development of socialist market economy, but also important for education to acclimatize itself to the procedure of revolution. The ultimate aim of Teachers Engagement System is to raise the status of teachers;improve their treatment, and thereby, to promote employee development and the building of teachers team;facilitate the development of subject research and advance the level of running a school.Teacher's rights and interests can be classified into two kinds according to two different criterions separately. Firstly, it could be divided into material ones and spiritual ones. Secondly, it could also be cataloged into general ones and special ones. Actualizing Teachers Engagement System has reformed the legal relationship between higher education institute and teachers. However, at the same time, it also has brought the indemnification of teachers' rights and interests new challenges. For example, according to a survey, it is revealed that under Teachers Engagement System, teachers in higher education institutes have lower capabilities to protect themselves;the indemnification of their rights and interests has been interfered by the management system in higher education systems so that it still remains at a lower degree. In addition, the current social security system is not developed enough to facilitate Teachers Engagement System;new educational laws and regulations have to be established to solve the problems brought by Teachers Engagement System.To protect teachers' rights and interests under Teachers Engagement System is the main content of the revolution of personnel management system. It is also an important mission of the construction of educational legal system. Moreover, it is a responsibility that needs to be taken upon by every section of our society. To consummate the security system of teachers' rights and interests, it is important to get support from teachers, higher education institutes and government. For teachers, they have to broaden their knowledge in legal systems and get a full understanding about the management system of higher education institutes. By doing this, theirconsciousness of legal system could be developed;their capability of making good use of laws and regulations could be improved;and therefore, their ability to protect themselves could be enhanced. For higher education institutes, it is important for them to pay attention to teachers' healthiness;build a management system focused on human resources;reinforce the power of industry union;improve democracy in management. They also have to establish scientific performance assessment measures;conduct effective inspiriting movement;improve training arrangement;build scientific human resource employing system. By realizing these duties, the higher education institutes will provide effective support for Teachers Engagement System. For government, its main responsibilities rely on building a comprehensive legal system and social security system to protect teachers' rights and interests. Only when those principal parts cooperate effectively with each other can they bring multiaspect and multilevel indemnification of teacher's rights and interests.
