The English university system, with its distinctive character, long history, old traditions and special forms is an important example of the development, which has occurred throughout global universities.The English university system represents an excellent model, which is an important foundation when constructing a modern university system. However, as part of a larger system, it is vital for universities to change so that they can take part in, and actively create, social development. This process may take a long time and could also encounter difficulties from both internal and external sources.It is very important to recognize the significance of the English university system's development, so that we can learn and then use the successful elements when constructing the modern Chinese university system.The thesis is divided into five parts.The first part is the introduction. It introduces the research background and its significance, the former achievement, the main research methods and the contents of the university's system. It points out the starting point and the clues for studying the English university system's development, that is, researching into the English university system's development, which accords to the sequence of English universities' history, studies the relationship between government, society and universities and the management of the university itself.The second part studies how the relationship between the government and also looks at the Oxford and Cambridge universities changed from compromise to control and the formation of theuniversities' autonomy from the 1500s' to the end of the 18th century.The third part studies the university of London from the beginning of the 19th century to the civic university in 1960's. The relationship between the government and the universities moved from a controlling influence to a weak interference and due to this, the university developed slowly.The fourth part studies how the relationship between government and universities changed from cooperation so that universities became a political tool from 1870's to 1960's, and the university brought forth new ideas for its development.The fifth part studies how the relationship between government and the universities changed direct control to indirect control from 1970's to 1990's and the university's new function of directly serving society.
