Research On External System Structuring For Modern University Of China

In recent years, our government has anounced the new strategic plan that the direction of our university development will change from being great in number to in quality. Furthermore, the reforming work on the university system is shifting from abstract discussion on the macro-system to the detailed systems on different level. Under this context, my paper on the research of modern university system is carried out and focus on the external system.Purpose to write this paper is to research and find new methodes for the establishment of external system for modern university management. According to classification by the research of this paper to what I have read in the papers by different authors, there are various perspectives, such as theories of politics, economics, culturology, ecology, etc. Generally to say, no matter what perspective view to depend on, one direction for the external system establishment is clear and unchangeable, that is, the ideal of university autonomy as orientation.According to the research of this paper, the external system establishment for modern university management goes on two levels, one is the reseach around the external relationship between government, universities and society;another level is the reseach on the internal relationship of university. It is pointed out that to today's China, the importance to establish the modern university management system should be laid on the research around the external relationship between government, universities and society. This research make a view that to us China, during the external system establishment for modern university management, the first issue must be to rationalize the relationship between government, universities and society, so that the external system is going reasonable and perfect.Based on the findings of this paper, there are two major contradictions in the external conditions of our universities while developing:the first is that the management of the government on universities have always been under the tradition mode of the contralization from planned economics system; the second is that universities management have been a lack of participation by social forces. As the result of these two contradictions, our universities are weak at university autonomy, furthermore, the development of universities is depending on government totally. Now, on the issue of universities develepment, the present mode of the lagging relationship between government, universities and society is that society is depending completely on university, university depending completely on governement, and government depending completely on centralization to the universities's development in all aspects. This mode has seriusly obstacled the universities's creativity in superior culture, and science and technology, and its active role to advance the society's progressing.Finally this paper proposes a new concept that to establish a rationally external relationship between government, universities and society, their joint participation is necessary. Meanwhile, they must implement their own role according to each one's basic duty, and form up a co-operative relationship. To change the obstacling external relationship, two key principles should be complied with:the first one is to respect for rules of university autonomy; the second one is to respect rules and requirements of market economy, that is, service consciousness, efficiency consciousness, quality consciousness, and consciousness of specialization and co-operation. According to the rules of the development of university and market economy, the management mode of government, operation of universities, ways of social participation, laws for univeristies must be reformed and perfected, so that the organic systems of service-type government management, university auto-operation, social participation, and perfect college law system will be matched up with the spirit of university autonomy, and the requirements of market economy.On the new concept there could be a scientific plan of approaches to build the secientically and efficiently external system for modern universities. Through the improvement on the university-operation organic system between government, universities and society, and optimization of the external relationship between them, the rational relationship that government serves to the universities, universities serve to the society, and society actively participates in the development of university, will be formed up well. A rationally external relationship has positive effect on the development of university:more effectively to promote the functions of government's macro-control and supervision to serve for integral progress of universities; to culture the capability of university autonomy, and to strengthen the creativity in scientific theory and technology, so that the universities can self-consciously and actively serve for the great aim of government to run universities for social progress; to inspire the consciousness of society to participate in the development of university, explore up the methodes and approaches of the participation, and to upgrade the social meaning and value of universities' development.
