| Teachers are the heart and soul of the university and the most valuable resource for nourishing and stimulating the university.During the Nanjing National Government,the achievements of Chinese universities in nurturing talents and academics were inextricably linked with the teacher management system.Under the joint action of the government,schools and teachers,the management system of university teachers had been transplanted to imitation,and then to localization and creation.Reviewing the management system of university teachers and summarizing successful experiences and shortcomings during the Nanjing National Government can provide practical significance for the improvement of China’s current teacher management system.The paper examines the management system of university teachers during the Nanjing National Government from a historical perspective,which starts with the overall and three basic components of the university teacher management system,and comprehensively uses the literature research method,the historical research method and the comparative research method to glimpse the internal logic and summarize the historical experience.This paper provides a reference for the management system of university teachers with Chinese characteristics in today’s “double first-class”construction.The main body of the paper is divided into three parts.Firstly,it reviews the evolution process of the management system of university teachers during the Nanjing National Government,and divides the evolution process into three periods,the formation period(1911-1926),the maturity period(1927-1937)and the perfect period(1938-1949),this paper takes the government’s policies and decrees as the main line and takes the internal regulations of each university as the rules to show the overall picture and evolutionary trajectory of the management system of university teachers during the Nanjing National Government.Secondly,this paper makes a detailed analysis of the changes in the management system of university teachers,and summarized the characteristics,which has gained a deep understanding of the teacher appointment system,the academic leave system,and the teacher salaries system.Finally,this paper believes the construction of the management system of university teachers during the Nanjing National Government followed the internallogic of the game of government-led and university-independent,the unity of principals’ leadership and teacher participation,and the combination of transplanting other countries and localization innovation.During Nanjing National Government,the management system of university teachers pursued academic independence and self-management,adhered to the academic qualifications and recruiting talents in the appointment of teachers,insisted academic supremacy in the implementation of the academic leave system to realize double guarantees,and provided good treatment.During Nanjing National Government,not only a complete system of laws and regulations was formed,but also the rise of the university faculty team was driven,which provided a valuable experience for building a management system of university teachers with Chinese characteristics today. |
