| Total Quality Management (TQM), originated as a business term, is a quality management system adopted by an enterprise, aiming at satisfying its customers and benefiting the society as well as all its members. TQM is quality - centered, involves participation of all its members and expects a long-term success.As problem in higher education quality and management are becoming more severe, it's of vital significance for the universities to employ the TQM theory to enhance education quality management, which will help to raise their quality management level, imbue modern higher education theory and strengthen their competitive power.The present research falls into three parts.Part One is an introduction, in which a significance and a feasibility study are done to find out if TQM theory will work in universities, and an introduction is made of the present status of the practice of TQM theory in universities and related theoretical research.Part two constitutes the main body of the research. It focuses on the application of TQM theory in university quality management , and redefines such TQM terms as "quality""product" "customer" when introduced into university education quality management . It attempts to establish a higher education TQM system on an all-personnel , all-round and all-way basis which is customer-oriented and allows sustainable improvement .Part three discusses the approaches and procedures for employing TQM theory in universities and for establishing a higher education TQM system. It mainly expounds the preparations for the implementation of TQM and the development of quality culture, the establishment of quality principles and of a quality system, the establishment of a documented quality management system to standardize management, and the operation and the improvement of TQM system.The present research inquires into the effective application of TQM theory in higher education quality management through documentary study, case study and comparative study.
