Higher education has entered a new normal stage of centering on quality improvement and promoting intensive development.Exploring and improving the development path of teaching quality assurance of higher education is a key means to upgrade the quality of talent cultivation in the new era.In order to raise the quality of education and teaching,it is not only necessary to increase the investment in education,but also to optimize and upgrade the internal factors including organization system,quality management and building of faculty so that the effective control of education process can be realized.Furthermore,Under the guidance of new concept of "student-centered,output-oriented and continuous improvement",the new path to ensure the teaching quality of higher education in the new era can be explored.Firstly,the paper sorts out and determines the core concepts such as total quality management,teaching quality and teaching quality assurance.Meanwhile,the total quality management theory on which the research is based,is summarized,and it combines quality trilogy with the research content to form a quality closed loop-planning-control-assurance-improvement.Secondly,it discusses the applicability of total quality management in teaching quality assurance,and reveals compatibility,overall-control,total and renewing characteristics of the teaching quality assurance.Then,based on total quality management,the basic structure of teaching quality assurance is built with quality planning,quality control,quality assurance and quality improvement as the main trunk,and determination of quality objectives,determination of quality measurement methods and inspection of teaching findings as the branches.Thirdly,according to the audit and evaluation,the paper summarizes the new trends of teaching quality assurance including "prominent cultural elements" and "improving quality risk regulation".After that,it conducts a qualitative analysis of the Report of National Education through MAXQDA,indicating the problems of teaching quality assurance of higher education,such as "lack of sustainability of quality planning","weakness of control and improvement institutions","unstandardized quality assurance" and "initial stage of quality culture".Finally,for the practical problems faced by teaching quality assurance,it is proposed that colleges and universities should follow the assurance logic and sequence of "planning,control,assurance and improvement".The paper explores the implementation way of teaching quality assurance with integrity and long-effectiveness from five aspects,namely improving quality planning,enhancing quality assurance construction,improving quality control,realizing quality improvement and cultivating culture with distinctive quality.Based on total quality management,the paper conducts a research on the characteristics,structure and practical problems of teaching quality assurance,with the hope of offering some reference and inspiration for higher education institutions to explore and develop teaching quality assurance approaches under the guidance of new concepts.
