With the accelerated industrial change and economic globalization,traditional laborintensive enterprises are gradually replaced by technology-intensive enterprises,and higher vocational education,as an important part of higher education,is gradually receiving attention from the state and society.Practical teaching is a key part of talent cultivation in higher vocational colleges and universities,and it is of great significance to improve students’ professional and technical ability and the quality of higher education.However,there are still defects in the quality management of practical teaching in many colleges and universities.The deep-rooted value of "emphasizing theory rather than practice",the weak awareness of enterprise education,the lack of integration of courses and the lack of teachers inside and outside the university are all problems that restrict the sustainable development of higher vocational colleges.In this context,we urgently need to optimize the management of higher vocational colleges,strengthen the practical teaching link,and cultivate more high quality applied technical talents.Based on the research related to practice teaching in vocational colleges,it can be found that most of the current researches use case studies and comparative analysis of domestic and foreign cases to describe the empirical mode of practice teaching quality management,and lack systematic analysis of the relationship between various elements and subjects of practice quality management,while the theory of collaborative governance has a high theoretical fit with this topic.Therefore,based on the theory of collaborative governance,this study focuses on the core issue of "how to improve the effectiveness of practice teaching quality management in higher vocational institutions".Firstly,we start from the requirements of national policies on practical teaching,sort out the regulations on the quality management of practical teaching in vocational colleges in the policy texts,and use the text analysis method and questionnaire method to investigate the current situation and problems of the quality management of practical teaching in higher vocational colleges in Shandong Province under a series of regulations.Secondly,using the method of rooted theory research,the original data of interviews are collected and organized through methods such as interview method,and a total of five major mechanisms of motivation mechanism,incentive mechanism,realization mechanism,feedback mechanism and constraint mechanism are extracted and a complete story line is formed,and by analyzing the levels of each factor,a total of four major levels including motivation level,action level,effect level and constraint level are formed,so as to construct a vocational colleges practice The collaborative model of teaching quality management in vocational colleges is thus constructed.Again,according to the model,the problems in the process of practical teaching quality management are analyzed,and it is found that the government incentives are not in place,the interests of enterprises themselves are not guaranteed,the role of industry association as a bridge and link of school-enterprise cooperation is not played,the lack of reasonable quality management supervision system,and the imperfect teaching quality standards in the practical teaching quality management of higher vocational colleges in Shandong Province affect the The orderly teaching quality management.Finally,in view of the causes of the problems and on the basis of the model,the optimization path of practical teaching quality management in higher vocational colleges is proposed: from the perspective of government,strengthen the top-level design and improve the legal system;build a synergistic power mechanism and fully mobilize internal and external driving forces;strengthen the formation of realization mechanism,school-enterprise joint formulation of training objectives,setting practical teaching courses,joint creation of faculty and so on;Strengthen the process containment mechanism and improve the quality management monitoring system for practical teaching both on and off campus;improve the evaluation feedback mechanism to contribute to improving the quality management of practical teaching.The contributions of this study are: based on the theory of collaborative governance and using the research method of rooted theory,we deeply study the path of practice teaching quality management in higher education institutions,build a collaborative model of practice teaching quality management,provide dimensional reference for quantitative research on practice teaching quality management,and make up for the deficiencies in the existing field.
