As the marketing operation of the athletic sports league, the referees tend to abuse their authorities and control the match manually;which is called the criminal of "Hei Shao". These phenomenons have already harmed the order and the health of the athletic sports market. Based on these phenomenons, this article is trying to analyze the motivation and the mechanism of the "Hei Shao", while regarding the referee as "physical person", in a bunch of ways of comparative study , empirical study and expert interview, and intend to lessen these phenomenons.This article analyzes some motivation factors of social, legal system, profit and some others, and .draws a conclusion that the profit factor is the original factor of the phenomenon of "Hei Shao". In the social factor analyse, we can say that the difference of classes, the downtrend of values, and also the lack of punishment to the "Hei Shao" all deteriorate itself. The faultiness of the legal system and the supervision gives the criminal of "Hei Shao" an aleatory psychology. The lack of "fair play" mechanism is the biggest obstacle of the marketing operation of athletic sports league.While studying the main subjective factors of "Hei Shao", we can help to analyze why people tend to commit this criminal, and which factors induces people to or not to commit this criminal, so as to makescientific analyse and forecast, and try to manage it.Based on both subjective and objective factors study, we intend to make a nice environment to eliminate the phenomenon of "Hei Shao", and make suggestions to the selection and training of referees. Meanwhile, we try to help to purify the match and facilitate the development of athletic sports;it is also significant to the "Humanity Olympic" of Beijing in 2008.
