The Human Resources have a broad and a narrow sense. In the broad sense, the Human Resources means all the human beings with normal intelligence;and in the narrow sense, it means the potential production and service ability of human beings. In . a way, the development and management of the human resources is to develop the potential of human beings fully, and the extent of it depends on the development and management level. Therefore, all the organizations, which intend to exist and develop rapidly, have to constantly raise their development and management level of human resources. Furthermore, with the development of the present age and the advance of the modem, society the problem will appear more and more obviously.The physical education system in middle schools is not an exception. To a large extent, the development and management level of human resources decides the developing level of the physical education system. We should notice it clearly that the human resources development and management of the middle schools PE teachers in Hunan province is not in a high level and there are many problems to be researched and solved, such as the issues of the employment system, educational training, being employed through competition and so on. Especially in the new turn of course innovation, it is required to regulate the knowledge structure of the PE teachers. In order to explore the problems of PE teachers' structure in Hunan middle schools and improve the human resources of PE teachers, The writer has adopted the methods of investigation literature review. interview, statistics and so on. to survey the present basic situation of the structure, the teaching and the scientific research of Hunan middle schools subjects' PE teacher. The research results show that the amount the age the record of formal schooling and the knowledge structure of Hunan middle schools' PE teachers are unreasonable. Many countryschool are short of persons with high professional job title and the PE teachers often have too many teaching loads, espeually for some PE teachers in far distant middle schools, while their teaching loads aren't calculated in the same may as the teachers of other subjects. The evaluation of education in some schools still continues using the original evaluation standards. Middle schools and improve the human resources of PE teachers. The writer will adopt the methods of investigation, documents references, interview, statistics and etc .to surrey the present basic situation of the structure, the teaching and the scientific research of Hunan middle schools' PE teachers. 62.64% of them have published articles and 43.41% of them have only published one. 89% of them would like to get further education. 82.87% of all the teachers being investigated subjectively think that they haven't taken full advantages of their working abilities and potential. The main causes of the above problems are management system, the self-factors of the teachers and material factors. In order to solve the PE teacher's structure problems in Hunan middle schools promote the development of Hunan resources of PE teachers, some constructive suggestions are raised, including, the content of building up the encouraging system for PE teachers and effective training strategies, etc.
