In 2018,the Ministry of Education and other six departments issued the Professional Schools and Enterprises Cooperation Promotion Measures,which has great guiding significance for opening a new journey of vocational education reform.Jiangsu Province has also promulgated the Regulations on the Promotion of School-enterprise Cooperation in Vocational Education in Jiangsu Province to promote the integration of production and education and strengthen the legal system.The guidance,encouragement and support of the state at the policy level are gradually improving,but the effect of the local policy and transformation of Lianyungang City is still not satisfactory.With the development plan of Jiangsu coastal area,the new Asia-Europe Continental Bridge industrial belt,and the "One Belt,One Road" national strategy,Lianyungang City has ushered in a new important development period,and higher vocational education closely related to economic development has also ushered in a new period of opportunity.School-enterprise cooperation is an indispensable link for the development and training of talents in higher vocational colleges.A series of practices have proved that higher vocational education can only be seamlessly integrated with society through school-enterprise cooperation.And only in this way can the needs of society and enterprises be more accurately obtained.Thus we can position our school goals to create a broad market space for higher vocational education.At present,the promotion of the school-enterprise cooperation in Lianyungang is not smooth.The cooperation of government,schools,enterprises and students in school-enterprise cooperation is poor.The key to the problem is that the policy support is not perfect enough to meet the actual needs of the parties involved in school-enterprise cooperation.To solve the problem of school-enterprise cooperation,it is necessary to study the local government responsibility in school-enterprise cooperation.Based on the perspective of local government responsibility in Lianyungang,this paper takes the school-enterprise cooperation in higher vocational education as the research field.Through survey analysis of government responsibilities in school-enterprise cooperation,this paper puts forward the countermeasures to improve the government responsibility in the school-enterprise cooperation in higher vocational education in Lianyungang.This study shows that the lack of government responsibility for school-enterprise cooperation in higher vocational education in Lianyungang City mainly includes four aspects,namely,the vacancy of policy responsibility,the misplacement of management coordination responsibility,the absence of fiscal responsibility,and the vacancy of supervision responsibility.The reasons for the lack of government responsibility include:imperfect supporting policy system,unclear responsibility for unclear rights,limited financial investment,and lack of supervision and evaluation mechanism.From the perspective of government responsibility,the countermeasures for improving the school-enterprise cooperation level of higher vocational education in Lianyungang should include formulating and improving systematic supporting policies,strengthening management coordination of school-enterprise cooperation,optimizing financial support,and strengthening evaluation mechanisms.It should be emphasized that the local government is the specific organization and implementer of the school-enterprise cooperation in higher vocational education.The research on the government responsibility in the school-enterprise cooperation can provide decision-making reference for the Lianyungang Municipal Government to optimize the school-enterprise cooperation in higher vocational education.
