It is the historical mission of our Party and government to construct the new socialistic countryside, which involves the fields of politics, economy, culture, education, etc. The most importance should be attached to the main part of the rural construction — the adults in the countryside, that is, to cultivate their qualities by educating and training. The Adult Culture and Technology Schools in the Villages and Towns are the most important places for countryside adults to study. These schools should have offered intelligent and spiritual support to the construction of the new socialistic countryside;however, with the change of the society and the reform of the economic system, such schools can't meet peasants' needs, so they suffer the unprecedented exterior restriction and interior trouble.In order to make the research more pointed and practicable, we choose the schools in Shandong Province as the researching object, because the agriculture in Shandong Province is developed and population is large.We looked into the researching object, and analyzed the data by using the mathematical method. Meanwhile, we combine some references concerning the research of the countryside adult education;finally, we find4 out the problem of the Adult Culture and Technology Schools in Shandong Villages and Towns. They are as follows: the local governments neglect the existence and development of the school;the fund is insufficient;the management system is underdeveloped;the related law is imperfect;the quality of the teaching staff is low;the studying enthusiasm of the countryside adult is not high;the school administration lacks of validity;the school teaching is difficult to meet the countryside adults' need;the school culture is not colorful.In order to find out the effective way to solve the problem, we musttrace it back to its source. We adopt the way called "reasoning from the problem" by Marx and find the following reasons: from society — the problem caused by the change of the society;from system — the separation between city and countryside;from awareness — the biased educational concepts;from the countryside adults — the restriction of their low qualification;from the theory—weak in rural adult education research.Without doubt, there still exists so much dissatisfaction for the survival and development of the Adult Culture and Technology Schools in Shandong Villages and Towns. However, there is a golden opportunity — the Central considers the construction of the new socialistic countryside as a historical mission and begins to carry it out. As an economic province, Shandong can provide the necessary financial support for the development of the countryside education.Based on the above, we propose some solutions and suggestions for the reform and development of the Adult Culture and Technology Schools in Shandong villages and towns. First, the external security strategies: Raise awareness of local government — a prerequisite for the development of the school;put a scientific input mechanism — the material basis for the development of the school;Innovate external administration system — the organizational guarantee for the development of the school;remould the education concept — the soul of the countryside adult education;Formulate the educational law for the countryside adults in Shandong — the legal basis for the continuous development of the schools. Secondly, internal reform measures: Strengthen the construction of the teaching staff — the support for the school healthy development;Strengthen internal management— the efficient functioning of school;Promoting teaching reform— the assurance of teaching quality;Concern campus culture— creating learning atmosphere. Research the adult education theory —directing the reform and development of the school.
