Being in a knowledge-based economy ages for the 21st century,the talented person needed should be capable of obtaining knowledge toresolve the actual problems by himself and develop completely to atalented person with a synthetic and creative type, which kind oftalented person have three greatest foundations: ability foundation,thinking foundation and quality foundation to adapt to the existenceenvironment at the knowledge-based economy ages. The schooleducation has to adapt this kind of change and challenge and implementeducation for all-round development in order to let the students bewilling to study and master how to think at a studying activity and howto investigate and solve an academic problem by himself to develop thestudents' lifelong learning ability. According to this, the new course putforward to an explicit request to us, of which the one is to change thetraditional teaching -learning evaluation system and to establish anevaluation system basing on the principle of encouraging andpromoting the student to develop completely. As the most importantand essential method of all kinds of evaluation methods and still incommon use, also a key link during the education for all-rounddevelopment carried out, in order to avoid the negative influencescoming from the traditional paper and pencil test. The paper and penciltest must be improved so as to play the role of its diagnosing,improving, encouraging and promoting functions to attain the purposereally of "not only for the sake of investigating which degree of thestudents' attaining to study target, more for the sake of examining andimproving the students' studying and the teachers' teaching, improvingteaching design, perfecting teaching process, thus promoting effectivelythe student's development" that the new course rules. Only to reformthe purpose, contents, examining way and management of the paper andpencil test, we can develop a suitable paper and pencil test to bring intoplay its right evaluating and directing function to implement the newcourse.The traditional chemistry paper and pencil tests exist manyproblems and obstruct the propulsion and the development of theeducation for all-round development seriously. For example: It onlypays attention to students' knowledge and seldom does an evaluation todevelop and progress the students' investigating ability and theirexperimenting technical ability and emotion and attitude and value, etc,mainly measuring students' mathematics-logic and speech-languageintelligence, but seldom involving the measurement of its otherintelligences;The test pays attention to a result only, seldom considersthe students' thinking activity and process of resolving problem;Theform of test inclines to be objective, and can't find out weather or notthe learner can comprehend and apply the knowledge and ability in thestudy;The examination questions are partial ,difficult and strange inthat the people who set questions play hide-and-seek intentionallywhich aggravates the burden of teachers and students ……thereforeaccording to the new course reforming principle, the paper and penciltest is condemned continuously, even some people think we must cancelit, but to the actual circumstance in our country of the big sum teachingclass of greatly parts of schools, purely using all kinds of activityperformance evaluations to investigate and analyze all students' allphases of their science qualities isn't very realistic, and in the worldmany developed countries also don't use the paper and pencil testbecause it exists these irregularities. Just as any thing has its both sides,the paper and pencil test also has its advantages such ashigher-efficiency and bigger scope and fairer etc, which decide it can'tbe replaced by the activity performance evaluations completely. Thepaper and pencil test is still important and effective and in common useto evaluate the teaching-learning quality. Reforming the evaluationsystem is not to discard the paper and pencil test, but to reform thepaper and pencil test according to new course target and the request ofeducation for all-round development to let the purpose, contents,testing methods and managements of paper and pencil tests go forwardat the requests of new course and education for all-round development.The reform of Chemistry paper and pencil test has an aggressivelydirecting function to carry out the junior middle school chemistrycourse standard. However after the new course standard beingpromulgated and implemented, the researches to current chemistrycourse in the middle school and the teaching contents and structure aremuch more than those to the paper and pencil test keeping with newcourse, which still is placed in a beginning stage currently, lackingpaper and pencil test papers at each chemistry stages. Owing to theimportance of the paper and pencil test in the current course evaluationand it can't be acted for, I make the first step to investigate contentsreforming of the chemistry paper and pencil test to compulsoryeducation stage with hoping contents of paper and pencil tests afterreforming can promote the student's all-round development andinvestigate the students' comprehensive qualities and creative abilityand can investigate the students' true information in knowledge, ability,character more completely.The chemistry paper and pencil tests against the background ofall-round development try to emphasize suitable examination contentsand emphasize to face students all, raise the students' science qualityand humanities quality completely, develop the students' intelligence,potential and character-development well. The contents should havecharacteristics such as foundation, ages, creation, scene,comprehension and opening, etc. The questions should integrateknowledge and technical ability, process and methods, emotion, attitudeand value these 3D targets, closely contacting actual life, embodyingthe relation of chemistry, technique, society, strengthening topicinvestigations, outstanding the characteristics of chemistry subject,noticing to fuse the knowledge of various subjects to investigating thestudents' experiment ability and chemistry studying methods andcreative ability and comprehensive character. In the meantime byincreasing the subjective questions, I hope to guide the students tomaster a right study method and stir up and maintain the students'studying aggressiveness to make them aggressive and initiative to study,thus to raise the quality of education and guide education for all-rounddevelopment to head for a decided target.
