The reform of evaluation is an important item of curriculum reform. The new basiceducational curriculum reform advocates the idea of "base on process, facilitate development"and puts forward to some new qualitative evaluation methods. All these bring new demandsand challenges to traditional curriculum evaluation. Facing to the progress and confuse fromusing new evaluation methods, according to the condition of our country, we should beginwith the fact, reflect and improve the paper and pencil test as an important traditionalevaluation method, make sure that the paper and pencil test can embody evaluation idea ofnew curriculum and facilitate the forming and promotion of student's reading literacy.The dissertation adopts the method of literature analysis, discussion with the teachersand test research. This article is consisted of six sections: the former three sections include thesummary of reading literacy compositions of primary school students, investigation andanalysis of reading literacy test actuality, particular comprehension of 《Fulltime CompulsoryEducation Chinese Curriculum Standard (Experiment Draft)》.The latter three sections are principal parts of the article. Based on the former theory, thearticle pertinently puts forward to the methods and steps of exploitation about reading literacythe paper and pencil test, then designs reading literacy test of grade three students in primaryschool and analyzes the result of test. Finally, it gives some advices in order to develop thereading literacy paper and pencil test for primary school students further by reflecting the testresult and the process of exploitation.
