In our country, the development of IT curriculum is in great need of the support given by the evaluation process. The conclusive assessment of IT curriculum shows its great importancy because of the relationship with the High-Stakes Tests. At present, pencil-paper test is one of the most appropriate ways to carry out the largescale test. Compared with the paperless test in our country, the pencil-paper test can avoid problems primely brought by equitableness,justness and operation. At the same time, as this mode has been applied and fulfilled for many years, it has accumulated much experience and strategy and enjoyed highly credibility and efficiency. Nevertheless, we are facing a practical problem that most teachers are in lack of theoretical culture and professional training of test proposition. They can't design the context with high quality in accordance with the curriculum's characteristics. So, how to instruct the teachers to design high quality test questions for pencil-and paper test is a problem need to be solved immediately.In this paper, we firstly summarized the actuality and trend in the development of IT curriculum in the secondary school of our country. Secondly, abstracting experience worth learning based on the research of the conclusive assessment on IT curriculum (Informationn Literacy) of the UK, the USA and Hongkong; Thirdly, doing a resarch on the situation of pencil-and-paper test applied to the conclusive assessment on IT curriculum in our country nowadays, and discussing the general principles which must be abided when we designed test questions; Further more, studying the strategies and skills of working out objective problems, and discussing five questions in detail included judgement questions, matching questions, multiple-choice questions, supply-response questions and restricted-response questions. At last, analysing the method that how to choose and compare all kinds of the objective problems, summarizing the general process of designing test questions, and discussing the direction of development on the research.
