Strategy management concerns the long-term and continuable development ofthe colleges and universities. It is the highest level of school management. With thereform of our country's higher education system and the establishment of socialistmarket economy, colleges and universities in our country have more and more rightsto deal with their own issues. At the same time, the global market and improvingrequirement of graduates make more and more challenges for our country's collegesand universities. The expansion of higher education makes the efficiency of theeducation system very important and the universities and colleges face toughcompetition. The pressure of competition and the right to deal with their own issuesmake it necessary for universities and colleges to adopt strategy management toimprove the efficiency of their management.Combined with systematic analysis of our country's higher education andcolleges and universities, this paper makes systematic study of the theory and modelof college and university strategy management and try to give some usefulsuggestions and advice for the president of universities and colleges to adopt thestrategy management in their school management.There are four parts in this paper. In the first part, the author firstly dissertate thereasons choosing this title, the meaning, the line of thought and main research method.Finally, the author defines the relevant concept.The second part makes some academic research of the college and universitystrategy management. Combined with systematic study of the development andapplication of the strategy management theory and environment of our country'shigher education system, this part studies the reason, the outside environment andinternal factor of the college and university strategy management and explains themeaning, character and function of the college and university strategy management.The third part studies the practical model of university strategy management. Theprocess of college and university strategy management can be divided into four parts:strategy making, strategy choosing, strategy applying and strategy adjusting andevaluating. Strategy making includes identifying the goal and obligation of the school,analyzing the inside and outside environment from different aspects. Strategychoosing should choose the right strategy with the information which is get from thestrategy making period. Strategy applying will take the right strategy into actions inverified aspects, such as establishing annual goals, adjusting system structure anddistributing resources. Strategy adjusting and evaluating period should find thechanges of the environment in time and make adjustments quickly.The forth part gives some advice to the operator of the college and universitystrategy management: Making good balance of the character and commonness ofdifferent school strategy;Making strategy with the scientific analysis of the inside andoutside environment and taking systematic adjustment to cope with the strategy;Adjusting the strategy in time with the changes of the environment;Pay greatattention to the strategy applying period;Taking advantage of enterprise strategymanagement but not completely copy it.
