Chinese universities implement strategic management, along with the country’sdeepening economic reform and the popularization of higher education continues tomove forward and expanded. Chinese colleges and universities in the implementation ofthe current strategic management process have encountered many problems, summed up:the lack of university democracy strategy formulation, implementation is lack ofappropriation, evaluation is not timely. Adjust with arbitrariness, by the universitymanagement system and operation mechanism constraints and administrativemanagement of university negative impact of academic power and administrative powerimbalance and other issues. This series root of the problem lies in the universityexcessive "executive" of management. The purpose of this research is to further the paceway and smooth implementation of the university strategic management to make ouruniversities realize the healthy and sustainable development.To this end, the author set a study in a university in Wuhan as an example, throughquestionnaires and detailed data analysis to take advantage of the status of the collegesand universities to implement strategic management. The situation indicates that the lackof democracy in the formulation of strategic management in colleges and universities，university strategic management implementation is not in place, assessment is not timely,adjust the arbitrary. At the same time, from the constraints of the university managementsystem and operational mechanism, the two aspects of the management of colleges anduniversities and "the Administrative" the negative impacts were analyzed. It wasdiagnosed that the greatest obstacle to colleges and universities in the implementation ofthe strategic management process is college administrative management.Then, the author discusses the negative correlation between strategic managementand administration management in the implementation of the colleges and universities,the four stages of the university strategic management process are respectively addressed.
