With the rapid development of teacher' s professionalization, teachers are requiredto have higher quality. But, in fact, the whole level of teachers is lower than thenecessary of society. With the coming of the information Society, the knowledgeauthority of teachers is meeting a tremendous challenge brought by informatization ofeducation. Today, only accepting the concept of Lifelong learning, renewing theknowledge structure and improving the quality and effectiveness of instruction,teachers can continuously make professional development. There are manyinadequacies of traditional teachers' further education. In fact, the development ofteachers' professional competence mainly depends on autonomous participation. So,the realization of Teacher-based professional development is a valuable project.The Ministry of Education, in 2003, brings up "Teachers Network ConnectionProgramme", the aim is to speed up the informatization construction of teacher staff inthe condition of informatization of education,the Programme can help the teachersshare high quality educational resource no matter where they work. At the same time,the programme can strongly push forward the teachers sustainable development.Therefore, new project has been raised that help teachers to realize self-development onthe background of Teachers Network Connection Programme. The author choosesteachers of Shandong Province as cooperators. After a detailed investigation, the authoranalyzes the actualities of teachers' professional development, the problem and thedemand of teachers in the course of using network.In the research the author mainly used quantitative research method and interviewmethod. The project researched the application of network about school and individual.The result of the Survey is that more than half of campus network can't play its role andin the countryside only few rural schools has had campus network. Those limit thedevelopment of rural teachers. According to the analysis of the difficulty and problemsthat the teachers of primary and secondary schools meet in the process ofinformatization of education, the author makes a summary of some effective measuresand means of Teacher-based professional development on the background of TeachersNetwork Connection Programme.
