Strategy Study On Active Aging

Population aging is the inexorable trend of social development and a sign of social progress.Shandong province became the sixth province of China that enters the aged-type province or cityin 1994.At present, the population aging phenomenon of Shandong is outstanding day by day, itwill bring a series of influences to social and economic development certainly. Long life era hasalready come, we should go to adapt to population aging and make a policy frame to respondpopulation aging that makes it match sustainable development strategy. Considering the economicstrength of our province and policy of our country put forward in the aged work, I think carryingout active aging policy is most suitable for the strategic choice of dealing with population aging ofour province at present and even the following dozens of years. This paper is under the visualangle of sustainable development, studies the necessity and feasibility of carrying out active agingin Shandong, proposed the collectivity thinking, principle, goal, countermeasures and suggestions.The main contents in this paper are as follows:The first part: study on the theories of active aging. Through expounding the produce andeffects of population aging, the putting forward and intension of population aging;this paperpointed out the function of carrying out active aging and explained how to carrying out activeaging in China.The second part: the analysis on the characters and trends of population aging in Shandong.Through analyzing the characters of population aging in Shandong by ration and qualitativeanalyses, educed the demographic characteristic, space characteristic and economic characteristicof population aging in Shandong, proved the forming of population aging has been mainlyinfluenced by policy factor, demographic factor and economic factor, pointed out the trends.The third part: analyze the elder's health, participate and ensure in Shandong. The surveymaterials of the elder in Shandong in 2003 were analyzed from health, participate and ensureaspects. Through analyzing health, participate, social security income, consumption, inhabitation,status, and the appraisal of the elder's life at present, pointed out the questions that must befaced at present, if Shandong province want to carrying out active aging.The fourth part: the strategy choice in active aging in Shandong. Analyzed the necessity ofcarrying out active aging in Shandong, proposed the collectivity thinking and principle of carryingout active aging, pointed out that the goal of carrying out active aging, including total goal,short-term goal and the long-term goal.The fifth part: Countermeasures and suggestions for carrying out active aging in Shandong.According to the collectivity thinking, principle and goal, drawn on the experience of theory andthe newest achievement of practice about population aging for reference both at home and abroad,combined the condition of Shandong, link positive intension of aging closely, from ensure, health,participate aspects analyze and propose the countermeasures and suggestions that should take.This paper regards sustainable development view as guidelines, at the foundation on studiedon the theories of active aging, analyzed the characters and trends, and the elder's health, participateand ensure status, proposed the collectivity thinking, principle, goal, countermeasures andsuggestions of carrying out active aging in Shandong. This paper has manifested innovation. Ithas the theory value and reality guiding sense to the respond population aging problems inShandong province.
