The primary education is the basis of whole educational pyramid, while thecurriculum is the heart of elementary education, so each country lies primarycurriculum reform in the initial place. Physical education is a great means ofeducation which composes the major part of whole curriculum system in primaryschool. Therefore, P.E. curriculum reform of primary school plays the most importantpart in the whole elementary curriculum reform. The present reform is theconsequences of previous development. We can't study problems discussed beforeand couldn't have accurate understanding and realization of the reality. The evenresult is we may make mistakes that we did before. Thus to research on primary P.E.curriculum reform, it is essential to look back on the development of Chinese primarycurriculum and probing into its rules.P.E. curriculum standard (syllabus) is the mid-cosmetic form of P.E. curriculum,reflecting the problems pertinent to the goal, content, implementation and evaluationof P.E .curriculum. Since the first School Constitution Presenting to Qing Emperor ofour country was born in 1903, P.E. curriculum standard (syllabus) has passed by ahistory for 100 years so far. Each curriculum standard (syllabus) has its own strikingfeatures of its time. It is the concentration of politics, economics and science, theproduct of the period and the mirror of its society. As a dynamic and historicalconcept, the curriculum standard (syllabus) of each era has its own characteristics.Research on the evolution and trend of primary P.E. curriculum standard (syllabus)actually reflects the present, former, and future states from another perspective.As appearance of curriculum standard (syllabus) is the inhabitation anddissertation of previous curriculum. In this respect, the curriculum evolution offers acomprehensive understanding of its present conditions and the possibility andnecessity of its further development. Without history, without previous experiencesand sophistication, the new curriculum reform will have no origin and lyingfoundation. Due to the summary and evaluation of the historical development ofChinese primary P.E. curriculum standard (syllabus), we may have a betterunderstanding of the present reform, know what to inherit, how to, and how to reform.Therefore, research on the development of primary P.E. curriculum standard (syllabus)on the one hand is an important aspect to make reasonable use of new curriculumstandard (syllabus), and on the other hand is a necessary way to accelerate theprogress of curriculum reform. From this respect, it is of significant meaning to studythe evolution of primary P.E. curriculum standard (syallbus).The first two parts give a brief introduction of the research significance, thepresent state of domestic research and my thoughts and research methods.The third part accounts for the nature of P.E. curriculum standards (syllabus) anddefine its related concepts.The fourth part reviews the 100-year development of curriculum standard(syllabus), summarizes the background, content and features of P.E. curriculumreform from two stages: period before the establishment of People's Republic ofChina, and the period after its establishment. Analysis of the achievements andproblems are also included in this part.The fifth part of this paper provides a rational consideration of the evolutionaryfeatures and its relevant factors. When analyzing the ongoing P.E. curriculum reformof Chinese primary school, several relations must be taken into consideration:learning foreign experiences and basing on our actual conditions, social needs andpupil's needs, unity and flexibility, reform and stability, politics and academy, and soon.The sixth part is on the ground of the tendency of curriculum reform of primaryin the world. Under the direction of scientific theories and approaches, the curriculumreform in china should be in a way of target integration, content modernization,structure variety, management polarization, and evaluation variation.
