In the developing process of higher education popularity, the various universities developing towards the different scale, the different type and the different level direction. The differentiation among the colleges and universities intensifies increasingly. Taking the synthetic strength as the differentiate point, the superior colleges and universities and the inferior colleges and universities are appearing.This paper analyses the factors of the inferior colleges and universities on management culture, according to the research from three provincial colleges. In this paper, taking New Management Principle, Personal Principle and Harmonious Thought as the theory base, attempting to provide the ways for the development of the inferior colleges and universities by means of reconstructing the management culture.The first part mainly analyses the value of constructing management culture for the development of colleges and universities.The second part mainly analyses the research from the opinions of some universities teachers and administrative personnel about the internal management. It makes the summary about general questions existing in the inferior colleges and universities. It points out the flaw of management culture that is the inner factor, according to the reflection of management culture of college.The third part is talking about how to reconstruct the management culture. Taking New Management Principle, Personal Principle and Harmonious Thought as the theoretical basis, it discusses the content of the reconstruction of management culture of the inferior colleges and universities, and the questions will be met during the process.
