First-rate school needs first-rate administration. Middle-class manager in colleges and universities is school hard core and backbone, plays a important role in connecting, their business quality and attitude toward work have direct impact to school management level and overall efficiency of schools , count for much to development of school. Colleges and universities should know the value and needs of middle-class manager correctly , science works out excitation of middle-class manager motivation system , mobilize whose job enthusiasm and initiative , excavate their inherent latent energy under background continuing moving forward educating clerk system and the middle-class manager to be short of the effective excitation in the country,improve servant beneficial result and manage an efficacy.From the point of view of the human resource management field, based on a broad review of relevant literatures on motivation theories and a employee satisfaction survey of a consulting college(njcc-college), this thesis apply demonstration research method to analysis the demand status of middle-class managers, then summarize the mainly Influencing factor of job satisfaction of middle-class managers as follows: the salary fulfils pay, leader behavior , Individual grows up, working position, and the colleagues.Secondly , the degree of satisfaction level go along working to preserving degree's one by one are diagnosed , to know the middle-class managers all round at present need condition. From this we reach the motivation system frame for the middle-class manager, salary fulfils pay, working position and individual grow up for priority three preserving degree among them , salary payment system is that core , the achievement effect appraise system and motivation culture to be main supporting measures among this three priority.Thirdly, in the light of modern Human Resource Management theory and the characteristic of the middle-class managers motivation system frame, suggest that the middle-class managers motivation system design model. And then on here model basis, the clerk who has designed NJCC academy centering on salary payment excitation middle rank stimulates integrating a scheme, union employee quality manages , post manages , achievement imitates the administrative Human Resource Management implement, module go along designs that concretely to each covering in the scheme , design and welfare design that including that overall invisible income level design , salary payment structure proportion designing , base wages designs , achievement imitates a salary.
